The board and chat are work spaces: to keep them useful and respectful, anyone can report a problematic content and managers can act by removing it or moderating the author.
How to report content
From any message or announcement you can select "Report", stating the reason: the report reaches managers with moderation permission for that site.
Actions available to managers
Whoever moderates can remove content, send a private reminder to the author or, in more serious cases, temporarily limit the ability to post on the board.
